Surety Claims / Construction Consulting Project Profile: Blount Island Command (U.S. Military Base), Jacksonville, FL

Beacon was recently retained by a leading Surety company to provide construction consulting and construction management services related to an ongoing construction project at a United States Marines facility located on Blount Island (in Jacksonville, FL). Beacon has a long track record of working on military bases across the U.S., as well as at the U.S. Military Academy at West Point, NY.

The Blount Island Marine Corps Support Facility is one of the United States' newer military installations, but plays a crucial role in global security. Specifically designed for maintenance operations concerning maritime ships utilized by the U.S. Military for rapid deployment and the positioning of Marine troops globally, the Blount Island Command oversees the planning, coordination, and execution of logistics procedures for the Maritime Prepositioning Force (MPF).

The MPF is comprised of 13 ships organized into three squadrons strategically positioned for global coverage. It serves various operational purposes for the Marines, both military and humanitarian. Overseeing these operations are more than 1,000 civilians working in cooperation with a leadership team of 250 military personnel. Their collective efforts ensure the seamless maintenance, inspection, loading, and dispatch of MPF ships to their designated locations worldwide, where they stand ready at all times for deployment orders.

Upon the default of a key subcontractor working on civil construction project at the base, a leading surety retained Beacon to help facilitate the completion of a critical project on Blount Island. The project included a variety of civil / site work projects, including installation of new roads, sidewalks, curbs, parking lot/asphalt work, site drainage, and related utilities. The total value of the defaulted subcontractor's work on this project was in the range of $1.6 million.

Starting in late 2023, Beacon began providing a range of construction consulting and project management services at Blount Island, including:

  • Developing a cost-to-complete analysis
  • Facilitating project remobilization
  • Facilitating completion of the work
  • Helping assess, manage, and monitor work
  • Coordinating various subcontractors (utilities, civil, paving, concrete)
